Foams goes away instantly

Maybe I'm missing the point, but isn't the purpose of a foaming cleaner to lather up the toy and make cleaning easier? Directions on the product indicate to apply the cleaner to a cloth, and when I do so on a slightly damp cloth, it just dissolves within a few seconds. There is no foaming taking place when cleaning so it what's to know if the solution does anything. I'll be sticking to dish soap for now.
